Fixes an issue with error formatting in Meta.parse with nontrivial starting indices (#50245)

Tests pass so I'm just going to merge this; the fix is tested upstream and known to fix PkgEval issues in about 5 packages observed in the nanosolider run at #46372 (comment) |
