This was an interesting experiment, but it didn't really go anywhere.

Instead, in order for committers to be able to rerun failed Buildkite jobs, we create Buildkite accounts for them and add their Buildkite accounts to the correct Buildkite team, and then they can log into the Buildkite website and rerun any jobs that they want.
