CI (GHA, Buildbot): temporarily, don't create the linuxaarch64 Buildbot status #42954

It looks like, currently, the linuxaarch64 buildbot workers are offline, so no linuxaarch64 jobs are starting.

So, for now, as a temporary change, let's not create any linuxaarch64 buildbot commit statuses, because those statuses will always be pending (yellow) since the job will never actually start.
