[CompilerSupportLibraries] Bump to v0.4.3 #40807

There is one notable change in this version: now all compiler libraries are
the latest available, instead of only libstdc++. So for example for
libgfortran5 we get libraries from GCC 10.2 at the moment.

References:

Memo to self: to update the library, change the version number in stdlib/PkgName/Project.toml, run make -f contrib/refresh_checksums.mk -j csl and remove the old checksums from the updated checksums file.
