Branching implies tagging and upping VERSION on master to 0.6.0-dev, right? Would you tag before an -rc1 version or does branching also imply upping VERSION to 0.5.0-rc1 just before the branch? (I'm trying to understand the process in detail to figure out whether something funny might happen to the appended build number. If so, I might want to fix it in #17434.)
