Pkg: doc/Manifest.toml is out of date #38116

The Pkg dependencies have changed (added Downloads), so that docs/Manifest.toml is now incorrect. The doctests are relying on the Pkg package being put into the sysimg to function without issue.

More development on Pkg broke this again. This time, it was the addition of NetworkOptions.
