Changes the rescaling functions so that they work with pymatgen instead of with ase so that they can work with alloys, since ase cannot handle fractional occupations. Fixes #61

Added pre-commit configuration to follow formatting standard from aiida-core.

Modified the formatting to follow more closely what is being done in aiida-core.

(WIP) changing instances of .format for f-strings.

Changing the rescale routine to use pymatgen so that it works with alloys. Addresses JuDFTteam#61.
