Merge pull request #56 from JGCRI/v1.0

Bump version for beta release

Remove C++ netcdf code.

This code is not yet ready for prime time, and
it was confusing users, so it has been removed
for now.  We can merge it back from a development
branch when it is usable.

Update power plant test code to reflect recent changes.

Also:
Update gen-driver-inputs to use power plant data.
Doc fixes.

Create output directories if they don't already exist.

Remove redundant example config file.
