LGTM.
Windows test is failing on test_sqil_performance_continuous[TD3] but may just be flaky, so have rerun it.

This PR updates the gymnasium version to 0.29. This change also requires specifying
render_mode="rgb_array"ingym.makewhen rendering environment videos.
