The ps_shorten_path ahd a bug and now paths are in some cases slightly different, thus failing the tests.

Fixes GenericMappingTools#70 Defines the exception GMTInvalidInput and uses it throughout the library. Include a section in CONTRIBUTING.md about checking inputs and outputs and which exceptions to raise.

The ps_shorten_path ahd a bug and now paths are in some cases slightly different, thus failing the tests. This batch of PS files were manually inspected and found to be correct but sometimes off by a pixel relative to the old (and erroneous) paths.
