THe psxyz module would not check if -Cfile.cpt existed, just exit without a message.
Unlike psxy, the psxyz module failed to set outline if no fill nor outline was selected for a symbol. Addresses point 2 of #2209.

Closes issue #2086.
When -p is used and -JZ is not repeated, we check if -R has 5 slashes. But it will just be -R if it is a repeated arg, hence we must count the slashes in the actual argument. Closes issue #1265.
