Of course, Japanese law officially defines Japanese holidays (in Japanese). The law is officially not translated. It says that when a holiday is Sunday, next nearest non-holiday is set to substitute holiday.
Though it is non-official site, you can confirm holidays at https://www.timeanddate.com/calendar/ .
