Hi,
This PR adds reflection for quotations, allowing for static or dynamic quotations and anti-quotations to be inspected and constructed from the reflection API.
This feature is particularly useful for quasiquotes (PR #2598). For example, I'm writing an OCaml FFI quasiquoter, and I need to inspect quotations from a meta-program, so that I can work on trees of nested quasiquotes (for example I need to transform nested QQ like
let y = ... in [ml|let f x = `(fstar_fun [ml|x + `y|]) + something in f|]into a hybrid tree of ML and F* terms).
