Splits "createSnapshot" action into "commitSnapshot" and "applySnapshot".
commitSnapshot: simply registers a new snapshot into SceneState without triggering the entity + component reactors
applySnapshot: registers a new snapshot into SceneState and triggers the reactors
Refactors commitProperty and gltf loading to set components immediately, and then passively register the snapshot using a commitSnapshot action
