fastentrypoints: drop in favor of build system dependency for Python 3.7

fastentrypoint's README [1] states:

  "fastentrypoints simply ensures that your user scripts will not
  automatically import pkg_resources, no matter how they are built.

  When using Python 3.8 and setuptools 47.2 (or newer), console scripts
  do not import pkg_resources."

So specify fastentrypoints as a build system dependency for Python 3.7
only, which is the only affected Python version supported by labgrid. We
can drop this in June 2023 when Python 3.7 is EOL [2].
