We would like the Reporter to use the mean (and variance) of the training distribution to normalize the validation data, rather than normalizing the validation data separately (because e.g. we might only want to do inference on one example at a time). Moving then normalization step inside the reporter also guarantees that normalization is done whenever we train/use a Reporter.
