User Story or Bug Summary:

Bump cryptography from 41.0.3 to 41.0.4 in /requirements

What Does This PR Do?

This PR resolves medium vulnerabilities for Cryptography and urllib3 from SNYK security audit findings.

cryptography bumped from 41.0.3 to 41.0.7 (used latest instead of what was in the ticket)
urllib3 bumped from 1.26.15 to 1.26.18

bumping urllib3 required one more upgrade.
botocore-1.29.133 was bumped to 1.29.165
