User Story or Bug Summary:

SNYK detected a HIGH level vulnerability. However, we do not use the affected FileResponse() functionality.

AC:

  1. Upgrade Django to 3.2.15 or higher for a next release.
  2. Check and update version of PYJWT.

What Does This PR Do?

Bump versions of Django to 3.2.15, PyJWT to 2.4.0
to address H / C vulnerabilities
