Unicode Encoding Conversion Proposal for the Standard Library

This library is under development. It is unstable, buggy, and not suitable for production use.

This is the std-proposal repository branch. It's target audience is the C++ standards committee's Library Evolution Working Group.

Other branches target Boost.
