Add documentation for .bicepparam files with ACR & TemplateSpec references

This was added in #11703, first available in v0.22.6

The public docs don't mention the new capabilities - would be good to show some examples + azCLI/azPwsh commands.

The semantics of the path string in the using statement behaves the same was as in the module path string.
