The use of
apt-keywas deprecated by Debian without any programmatic equivalent because they see GPG as being too bloated for efficient use. They recommend the direct installation of GPG keys into the relevant directory instead/etc/apt/trusted.gpg.d/.https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=858238
