Update to Eclipse 4.12 (2019-06): drop support for 32-bit Java runtime and GTK 2.

The goal is to create a successor to the last official GrandUI release (0.7.2) running natively on macOS, Linux and Windows that incorporates Grand 1.9+ and Eclipse 4.6+
