STM32F0: Fix target codes for number of UARTs

Summary of changes

The existing target codes were outdated/not present in targets.json. This caused the maximum number of UARTs (8) to be defined, causing memory bloat. The target codes are updated to their generic versions, which are used in targets.json. Some of the generic versions don't exist in targets.json but I fixed them anyway for completeness.
