Add netbuf-recvinfo-enabled config to LWIP settings

Summary of changes

Adding mbed_lib.json option netbuf-recvinfo-enabled for LWIP stack component. It is required to populate pkt_info in socket_recvfrom_control() function.
This allows easy configurations from the application level (mbed_app.json).
