Initial release of the MONAHRQ open source code. This code release was based on MONAHRQ 7 build 4 but includes some additional changes that were not included in the binary release.

This release includes the MS-DRG grouper v35 from CMS, which supports FY2017 and FY2018 inpatient discharge data, which must be downloaded and extracted into the MONAHRQ source code prior to building. Refer to the wiki for additional information.
