Building a model for youth governance in Plateau State.

Youth governance is young people coming together to proffer solution to the problems affecting them in their communities.

There is a huge knowledge gap between the Nigerian youths who account for the most population and the old who are ruling the Nigerian state. This is why the youths are dissatisfied with the policies around them.

This is also the root cause of the #EndSARS movement. The older generation does not understand that times are changing and one could be young and successful. This lack of understanding has made it seem like young people are criminals, so they keep getting arrested or killed without justice.

This knowledge gap and bad governance have led to a huge corruption in the system. Never before have the youths come together to protest against bad governance in a decentralized manner, and they did that using constitutional means. They took it further by feeding themselves and cleaning up the streets. At the heart of the protest, the protest was considered by many to be an elitist struggle, and that can not be far from the truth. However, fighting for everyone (including the unaware) to be kept safe in a constitutional manner is humanity.

In all these, young people kept it positive by controlling the narrative on social media, almost against the government. The government on the other hand used the traditional media they control to reach out to the other demographics who were not conversant with the internet to make the EndSARS movement look bad. They also went as far as orchestrating counterattacks that led to the death of young people thereby bringing the protest to an end.

Thereafter there was an enforcement of lockdown in Jos and Lagos on the 20th Dec. 2020. This further called for the sensitization of the public using traditional print media distributed door to door, but this was not sustainable in the long term hence a need to continually pass the message of youth governance in every community in Plateau State.

The enlightenment of the rural communities is imminent towards solving and tackling the root cause of EndSARS. Not only that, politics is local, and the knowledge gap between the urban and rural populace is the biggest determinant of the outcome of an election.

The proposed structure of youth governance will be installed in every community and will take the form of a library which will represent a think tank, lighthouse, and the aluta square of the community. It is aimed at bringing together people (children, women, and men) to participate in, contribute to and benefit from growth processes in ways that recognize the value of their contributions, respect their dignity and make it possible to negotiate a fairer distribution of the benefits of growth.

It can also serve as a spot for the people of the community to brainstorm amongst themselves and also a meeting point for the people and government to share ideas that will proffer solutions to issues facing their community.

The guideline to achieve this will be driven through various programmes at the library centered around the following theme.

Timeline

2021 - 2022

Install public libraries in every community in plateau state such that accessibility to them from any village is of outmost importance. Consider and add existing libraries into the cluster.

The minimum requirements to have in the library

  • Books for knowledge development
  • Chess for Strategy development
  • Monopoly for Business and Investments
  • Scrabbles for vocabulary development

2022 - 2023

To add digital to the legacy libraries without distorting its original form. Put in place low-cost embedded systems, smart phones, computers to host millions of books, audio and video materials accessible without internet connectivity.

The minimum requirements to have in the library

  • 10 Smart Phones
  • 1 Router
  • 1 Laptop
  • Solar Panel
  • Battery
  • Inverter

2023 - 2027

Convert the digital libraries into an ICT/Creative Hub, with internet capability while preserving the original form – The legacy library and the digital library.

Implementation Guidelines

The library can take on any name agreed by the implementation partners

Permanent structures owned by the community are strongly advised, the structures must paint the Pan-African dream. Deliberately designed with African Art, Africa aesthetics which is intended to build the long lost patriotism in our people.

This space will be in charge of documenting the history of that community, language preservation through visual arts, drama, African poetry, Music. Serve as an entry point for tourist into the community. Also document individual's, government and private sector effort at building their community.

Sustainability Plan

The steering committee

  • A steering committee will be created to oversee the management of the library
  • The steering committee will consist of the implementation partners and the village head.
  • The steering committee will be published for accessibility and accountability purposes.
  • The steering committee will be on voluntary bases
  • New implementation partner may be added but agreed upon by the steering committee and published publicly.
  • Donations to the library must be documented and in public domain

The Library Manager

  • The manager of the library will be appointed by the steering committee and this position may or may not be permanent and reports to the steering committee
  • The manager may or may not be paid
  • The library can own items or things that are rentable to the community at a fee set by the manager

Members

  • A monthly membership fee for community members will be set by the steering communities. E.g. 50 to 200 Naira
  • A one time access fee for sojourners to be set by the steering committee. E.g 200 Naira

Volunteers

  • The library will make room for accommodation of volunteers who may travel from afar
  • The volunteers may or may not be paid
  • The volunteers may or may not be fed

The role of the manager

  • To open and close the library
  • Manage and work with the volunteers
  • Develop curriculum/programmes/timetables for library activities
  • Create initiatives for raising fund
  • Give reports about library activities to the committee

The role of the volunteers

  • To work with manager to develop ideas that will foster the growth of the library and by extension, the community.
  • To participate in library activities
  • Carry out research about the community on various interests and continually measure the educational penetration of there.

Social contract with the community

  1. No Discrimination Against Persons or Groups
  2. No Discrimination Against Fields of Endeavor

Implementation Ideas

This project is a decentralized system inspired by the #EndSARS movement. While there will be libraries spread across Plateau State, the implementation of this framework allows for each library be able to make its own decision based on the peculiary of the community through its steering community. The use of tech/app will be helpful in measuring the performance, Promote Transparency, Q and A, receive all forms of donations, handle research publications and collaborate with other libraries within the network.

Tech/App Features (Minimum Viable Product)

  • Registered users will have a user ID
  • Access Roles are
  • Manager
  • Library Admin (The steering committee)
  • Member (Default)
  • Admin
  • Admin should be able to create a library and assign any of the access roles on the library
  • The "Library Admin" should be able to add manager (using their user IDs)
  • Manager should be able to register a member
  • Manager should be able to create event
  • Manager should be able to indicate who has paid (Soujouner or Monthly). Date can be selected but defaults to current date.
  • Manager should be able to enter the record of donors by their name (non user) or by their user ID and type of donations e.g Cash, Book
  • Manager should be able to enter the book titles, ISBN, and other materials that can be found In the library
  • QA module scoped to the library but accessible to all
  • Members will be able to select the library to donate to. Payment in Naira
