Thanks for catching this, @quepol. I resolved a merge conflict that had emerged from other changes being made in the interim, so this is merge-able now.

I also removed one of the changes, to keep "If the API can't easily act as a bulk data provider..." -- it is more awkward phrasing than "provide a bulk data download" but it's deliberately meant to include bulk-friendly APIs that aren't necessarily a single download.

For example, this might be an API that lets you easily page through all entries without requiring a search term (especially with large page counts). The Federal Register API is pretty close to an example of this. They don't offer a bulk download, but you can keep in sync with the whole dataset well enough (though I can imagine making some bulk-friendly changes).
