Patrick A. Taran is President of Global Migration Policy Associates, an expert network conducting research, policy development, advisory services and training worldwide. He counts 46 years full-time professional experience in international migration, refugee resettlement, immigrant integration, labour migration, and human rights work at local, national and global levels.

He previously served as as Senior Migration Specialist at the International Labour Office—ILO 2000-2011; Secretary for Migration at the World Council of Churches 1990 to 1998; and held various posts including research coordinator and Washington Representative at the Church World Service (USA) Immigration and Refugee Program 1980-1990. His first professional post was (founding) Director, South American Refugee Program in Seattle (1977-1980). He was also co-founder (1994) and first Director of Migrants Rights International (MRI) and co-founder (1998) and Convenor of the Steering Committee for the Global Campaign on the migrants rights conventions.

He is Visiting Professor at the Geneva School of Diplomacy and Senior Fellow at the Global Migration Center, Graduate Institute for International and Development Studies of Geneva.

At the same time, the dependence of economies and societies on migrant and refugee labour to perform essential work in such sectors as healthcare, transportation, services, agriculture, food production and distribution, construction, industry, commerce, and others became even more obvious. However, many policies and actions addressing COVID-19 at the beginning of the pandemic were established with little or no consideration for migrants and refugees, resulting in excessive COVID cases, high mortality rates, unemployment, and loss of livelihood across migrant and refugee populations. It premises that migration is fundamentally about development, human rights, and social welfare, showing that labour and skills mobility is key to sustaining viability of labour forces and economies and to obtaining return on capital in a globalized economy. It notes that over 90 percent of migration today results in employment and economic activity outcomes. Sustaining development in all regions depends on migration. It covers the interrelated issues of health and healthcare including vaccination; non-discrimination and inclusion; social protection; employment; community support and protection; gender; refugee specific measures; cross-border mobility; data, narrative, and communications; and recovery. Globally, millions of migrants, refugees, asylum-seekers, and stateless persons are among those m... more Globally, millions of migrants, refugees, asylum-seekers, and stateless persons are among those most affected by the COVID-19 pandemic. Millions more seasonal and itinerant migrants are similarly affected. Nonetheless, even during the most severe lockdowns, many countries remain dependent on migrants and refugees to do essential work to keep health services, food production, industry, commerce, and other sectors operating. It is argued that effective responses to the coronavirus pandemic, notably those focused on migrants and refugees, must respect rights, be appropriate and proportionate to prevent the spread of COVID, and guarantee the ability of people - and economies - to maintain social, local, and national well-being. However, many policies and actions addressing COVID-19 have been implemented with little or no consideration for migrants and refugees, resulting in health issues, mortality rates, unemployment, COVID prevention, treatment, and mass deportation loss of livelihood for populations. Following a critical analysis, this research identifies ten themes characterizing an integrated, comprehensive response addressing migrants and refugees. Quick fixes divert resources, while only a set of responses addressing the interrelated issues of health, social protection, employment, community, gender, cross-border mobility, non-discrimination, communication, and recovery can solve challenges posed by the pandemic in this mobile and interdependent world.

To safeguard the well-being of the estimated 115 million migrants living in member countries of the Organization for Security and Cooperation in Europe (OSCE), setting and implementing effective national migration policies and practices is essential. This book provides a comprehensive review of the OSCE Commitments on migration. Adopted over a period of 35 years, these commitments focus on the protection of migrant workers, on maximizing the benefits of migration while mitigating its negative impacts, and on encouraging bilateral and multilateral cooperation.
