Ideogrammic compound (會意/会意) : 敖 (“ramble; travel”) + 貝 (“money”) – "money that goes away and ought to be taken back" – originally meaning a kind of collateral, or pawn. 贅 later was borrowed for sound to signify "belonging; attachment; linking", which is closer to the modern meaning of "superfluous".
