In my opinion this is exactly the sort of thing that does NOT belong in a short article about a place. As a precedent, the notorious murderers Fred & Rosemary West do not get a mention in the Gloucester article. It might be appropriate for there to be an article about the rapist that wikilinks to Uffculme, but to include it in the Uffculme article would be to give the rapist story undue weight in the context of such a short article.
