Samuel Stebbins Barney
Samuel Stebbins Barney (1846-1919) was a federal judge on the United States Court of Claims. In 1905, Barney was nominated by President Teddy Roosevelt. He was commissioned on December 20, 1905, and served until his retirement on April 15, 1919.[1]
