ensure kernel args always has packet_base_url populated (#294)

## Description

Ensure that packet_base_url will always be added to the kernel args.

## Why is this needed

Avoid needing to have defaults in OSIE or other boot systems. This will allow us to remove some EMisms in the near future.

## How Has This Been Tested?

Unit tests.
