The HSE have defined a
material breach as follows: "A
material breach is when, in the opinion of the HSE inspector, there has been a contravention of health and safety law that requires them to notify the dutyholder, in writing, of that opinion."
A Pentagon spokesman has told him, "You are in
material breach and violation of the non-disclosure agreements you signed", and added the Pentagon is considering "all legal remedies".
The letter was intended to put on record "our very serious concerns about what we believe was a
material breach of the non-disclosure agreement," Pentagon Press Secretary George Little said on Friday.
"In the judgment of the Department of Defence, you are in
material breach and violation of the non-disclosure agreements you signed.
At [pounds sterling]124 per hour to investigate a
material breach, with costs including administration and travel, it is estimated that the costs could potentially escalate into the [pounds sterling]1000's per incident.
The HSE has published guidance showing that farmers will be charged pounds 124 per hour for an inspection where a
