Do you mean to see Mannequins of Gustave Eiffel and Thomas Edison inside Eiffel's apartment at the top? You can't enter them, only view through the glass windows. All lifts from the bottom go to the second floor only. You have get out and walk short distance to the next set of lifts that do go to the top. There's 4 lifts that go up. You don't need to stay and see the second floor and can do that on the way down.
