In this paper, citation analysis of the doctoral dissertations of the Electronics and Communication Engineering (E.C.E.) department of National Institute of Technology Durgapur (N.I.T. Durgapur), West Bengal, India, were analysed to understand the citation trends of the scholars. For this study, 47 doctoral dissertations available in the library are chosen as the study sample. These dissertations contain 6476 references referred from different kinds of literature. Journals are the most preferred literature with 3934 (60.75%) of the whole, followed by conference proceedings with 1572 (24.27%) and books with 675 (10.44%) references. 231 (3.57%) were referred from other resources, while 64 (0.99) could not find. IEEE has received maximum journal citations to 1572 (39.96%) of the total journals' citations followed by Elsevier B.V. and American Physical Society to 413 (10.50%) and 222 (5.64%) respectively. The rest of the journals references were from other publishers. Scholars cited 754 journals out of these IEEE Transactions on Antennas and Propagation has received maximum occurrence to 337 followed by Physical Review B - Condensed Matter and Materials Physics by A.P.S. and Electronics Letters by I.E.T. to 108 and 107 times respectively. The U.S.A. is the top publishing country with 318 Publications. Followed by the United Kingdom, Netherlands & India with 134, 94,44 & 40 publications, respectively.

Research Objectives: The purpose of this paper is to provide a roadmap and guidelines for the design of a digital library of theses and dissertations in Libyan universities. Building such a digital library is expected to improve the current state of research activities in Libyan universities and satisfying users' needs and requirements. This paper is expected also to create awareness among policy makers in Libyan universities towards the use and implementation of information technology in the academic environment. Methodology/ Approach: A system design approach is to be used for the design of the proposed digital library. This approach can be defined as the planning of the procedures to be used in an experimental study. In this approach, each phase consists of a number of stages, each stage is subdivided into steps and each step further contains a series of tasks. Consequently, the total work is broken down into manageable portions. This approach can even be applied to recognize if a specific plan achieves a preferred goal.

Library is building to collect various written and recorded information from various types such as books, journals, theses, dissertations, magazines, newspapers, maps, and others. Libraries have many types, one of them is the school library. The school library is located in the school environment and its management is based on each school concerned. The school library is the main source of knowledge and learning information for students and educational staff and educators. In the school library, of course, there is a separate management, especially during a pandemic like now, every school must start rethinking the right policies in helping the process of preventing and transmitting the corona virus in the library when the library operates starting from managing the organizational structure objectives to be achieved, policies implemented, procurement, preservation, and management of collections, facilities, and infrastructure.

Library and Information Science (LIS) education started in the year 1911 in India yet there is no code of ethics and professional conduct for LIS professionals till date. This paper suggests and presents a code that is based upon internationally acknowledged ethical standards and principles. In the absence of any government agency to suggest or approve an LIS ethical code, any professional association of national stature or LIS associations in India can meet on a common platform to brainstorm and bring out a final collaborative document to be implemented.

Ideal berarti bahwa sesuatu memenuhi standar kesempurnaan. Banyak orang yang memiliki tujuan mereka menjadi ideal dalam suatu standar, entah ideal sebagai manusia, ideal sebagai pasangan seseorang, atau pun ideal dalam pekerjaan mereka. Kepustakawanan tidak luput dari masalah ini, seorang pustakawan bisa terduduk merenungkan pekerjaannya dan berpikir: bagaimana kah sosok pustakawan yang ideal? Esai ini mengurangkan pemikiran tentang figur pustakawan ideal.

This article is devoted to the scientific, educational and social life and activities of my Teacher with the orders of "Shohrat" (Glory) and "Sharaf" (Honor), Doctor of Historical Sciences, Honored Worker of Science and Culture, Academician of the International Informatization Academy at the United Nations, Honorary professor of the Baku State University, the Founder of Library Science in Azerbaijan, professor Abuzar Aly oglu Khalafov (1931-2020).

Abstract (ITA):
A volte, in particolari circostanze, ci rendiamo conto di come la realtà superi la finzione letteraria e/o cinematografica proponendoci scenari di vita vissuta permeati dal tanto decantato “cambiamento in atto”: è come se, disponendo della possibilità di analizzare fotogrammi del nostro recentissimo passato “pandemico” (peraltro tutt’altro che declassato a lontano ricordo, come tutti noi vorrremmo che fosse), potessimo far scorrere in slow motion alcuni scenari, alcuni comportamenti tipici della nostra vita “rivisitati” al tempo del lockdown… ivi compresa l’esperienza che ognuno di noi ha fatto in/della biblioteca. Il “cambiamento in atto” di cui alla precedente menzione è, ça va sans dire, quello che vede protagonista l’inarrestabile avanzata del digitale su più fronti. Cosa saremmo in grado di scorgere? Quali analogie sarebbe possibile cogliere con simili, epocali rivoluzioni – culturali, sociali e tecnologiche – avvenute nel passato? Quali reazioni a tali cambiamenti – di cui, a volte, si è fatta esperienza in modo del tutto inconsapevole – abbiamo già vissuto? E con quali esiti? Un tentativo di analisi affatto semplice e/o scontato, con il quale si cercherà di cogliere alcune tracce di tale “cambiamento in atto”, attivo anche all’interno delle biblioteche analogiche, testimoni resilienti di tempi passati, del nostro presente e… del futuro!

The availability and use of e-learning resources in the acquisition and transfer of knowledge have been observed as a steering
agent that facilitates the realisation of major educational benefits in a developing economy. This study investigated the availability, accessibility,
and use of e-learning tools by undergraduate students in the University of Ilorin, Nigeria, including the challenges limiting the full exploitation
of e-learning resources for optimal usage and efficient e-service delivery. The methodology adopted for this research was purely survey
design using the questionnaire approach as the main instrument for data collection. From the findings, limited availability, accessibility and
usage of e-learning resources by the undergraduate students were revealed. The findings further showed that the major challenges hindering
the effective use of e-learning resources amongst University of Ilorin students include lack of sophisticated e-learning resources such as
teleconferencing, video conferencing, virtual classroom among others and high cost in the procurement of facilities that support e-learning.
Based on these findings, recommendations are made towards addressing the challenges encountered by students in the utilisation of e-learning
resources in higher institutions of learning.

The attempt to establish a unified taxonomy for the field of Information Ethics is both unattainable and unwarranted. The categorization of Information Ethics as a defined discipline, an applicable practice, a philosophy and a worldview remains constantly in flux due to, what Luciano Floridi terms, ‘philosophical naturalism’. As such, a broadening understanding of the field will only serve to further collapse categorization. The following paper will outline, using a discourse analysis methodology, how the nature of the field of Information Ethics at a foundational level must necessarily defy classification. The assumptions behind the current classifications of the field will be questioned. Beginning with the history of the inception of the field through Librarianship and Cybernetics and questioning the yet unresolved ontological debates between information philosophers such as Rafael Capurro and Floridi, this paper will explicate how any such attempt to develop an agreed upon taxonomy will and should always remain incomplete.

Bilgi teknolojilerinde yaşanan gelişmeler ve buna bağlı olarak kurumlarda üretilen belge hacminin giderek artması, belgelerin yönetilebilirliğini zorlaştırmıştır. Devasa miktarda arşiv belgelerinin arşivlere intikal etmesi, bu noktada ortaya çıkan yönetim sorunu, teknolojinin kullanımı ile kolaylaşmaktadır. Arşivcilikte teknolojinin sağlamış olduğu yararlara, son dönemlerde kullanımı gittikçe yaygınlaşan yapay zekâ uygulamaları da katkıda bulunmaktadır. Günümüzde ve gelecekte arşivlerde yapay zekânın etkili olarak kullanılmasıyla, farklı değişim ve yeniliklerin ortaya çıkması kaçınılmazdır. Yapay zekâ, arşiv iş ve işlemlerin otonom olarak yürütülmesi, personel değişimine bağlı sorunların ortadan kalkması, arşivlere doğru, hızlı ve kolay bir erişim olmak üzere çeşitli yararlar sağlayacaktır. Bu bağlamda çalışmada, betimleme ve belgesel tarama yöntemleri kullanılarak yapay zekânın arşivcilikteki kullanımlarından örnekler sunularak, mesleki değişim noktasında katacağı yenilik ve gelişmelerden bahsedilmektedir. Aynı zamanda konu ile ilgili yeterli Türkçe literatür bulunmamasından dolayı çalışmanın alanyazınına katkı sağlayacağı öngörülmektedir.

Background: Publications productivity, the number of scientific articles published, is a measure of a country's scientific output. If measured carefully it can be a useful indicator that describes a countries' research activity. Our objective was to analyze trends in publications originating from Malawi between 1996 -2006. Methods: The MEDLINE/PubMed database, a registry of articles from over 5,000 scientific journals was searched for articles originating from Malawi between 1996 -2006 by typing Malawi in the author affiliation search field. A review of abstracts was performed to determine health field and origin of first author -Malawian vs foreign. Results: 506 articles were retrieved of which 489 were on health. 15.5% on TB, 14.5% on HIV and AIDS, 11.2% on infectious disease, 7.2% on TB and HIV, 7.2% on Malaria. 20.9% of the authors were of Malawian origin and Tropical Doctor was the journal that had the most articles originating from Malawi. The number of articles published from Malawi has grown by 106% in the past ten years.

The academic offer of library disciplines within Italian universities is divided into various
levels: three-year degree, master's degree, master's degree, specialization schools and
research doctorates. The presence of courses offered is limited at all levels. The library
profession, on the other hand, requires a complex and articulated university preparation,
sensitive to the novelties of the bibliographic universe, of the language between library and
reader, and of the services that libraries offer to the public of readers. The library
profession confirms its intellectual and technical dimension in a constantly evolving world
of work.
L’offerta didattica delle discipline biblioteconomiche all’interno delle Università italiane si
articola in vari livelli: laurea triennale, laurea magistrale, master, scuole di specializzazione
e dottorato di ricerca. Si registra la presenza limitata di offerte di corsi, a tutti i livelli. La
professione bibliotecaria, invece, richiede una preparazione universitaria complessa e
articolata, attenta alle novità dell’universo bibliografico, del linguaggio tra biblioteca e
lettore, e dei servizi che le biblioteche offrono al pubblico dei lettori. In futuro, la
professione bibliotecaria non potrà che confermare la sua dimensione intellettuale e
tecnica, in un mondo del lavoro in costante mutazione.

Policies are not end in themselves but means to an end; in this view, policies must be given the necessary attention. Development, implementation, and regular review of policies are also very vital to the success of organisations. Managers should not take the process of designing policies lightly; for they form the basis of their implementation and review. This study looked at the design, implementation of organisational policies and their influence on employees' performance. Data was collected from one hundred and forty (140) respondents sampled randomly from selected four universities in Ghana. The data collected showed the views and experiences of employees in the selected universities. The results showed that policies were designed and implemented with full involvement of employees. With this practice, employees' performance in the universities was satisfactory and improved steadily. In the real sense of this research, the outcome of the study provided management and employees the steps to be taken in the design and implementation of policies as well as the benefits to be derived. This research is based on the assumption that workers at times exhibit lukewarm attitude towards work even though they are involved in the formulation of organisational policies, for this reason further studies could be conducted on organizational policies relating to employee motivation.

Four journals in three different subjects in the humanities are examined to test the correlation between various bibliometric parameters of research articles, and to see what has an impact on the number of citations they received. Special attention is paid to the types of title of each article. The results are analyzed and compared to previous research in the humanities, social science, medicine and science and technology, and recommendations for further research are provided.

This study looks at Library Management Software, a comparative study of Cloud Service and In-house Software implementation at UPSA-Ghana with the help of key performance indicators. The purpose of this study is to identify the security effects of Cloud Software as a Service (SaaS), the benefits of Cloud Service as compared to In-house Software implementation within the context of Technology Acceptance Model (TAM). The study uses self-administered questionnaires to collect data and Statistical Package for the Social Sciences (SPSS) tool to analyze data collected from 52 respondents from UPSA. The results indicated that the users of the In-house library system face challenges such as system instability, lack of usability and user adaptation, system unreliability and malfunctioning, and poor training of staff to use the system. In terms of security inferences, maintenance expenses and procurement budgetary, majority of the respondents have indicated that In-house Software implementation were more advantageous than the Cloud Service. Nevertheless, there were indications that SaaS adoption would provide excellent service and minimize the frustration of staff. The study recommends user awareness creation of the services that SaaS offers, the need for the improvement of staff training on current IT developments and the motive for the acceptance of Cloud Services.

Too many people feel authorized to hypothesize new models of the library without their competence and authority and, above all, without knowing their thousand-year history, the story of a growing organism (as the fifth law of the librarianship of Ranganathan recites), of a living organism and therefore contextualized in the culture of the time. I nostri valori rivisti è la rilettura attualizzata di un’opera – I nostri valori – che tanto ha influito nella discussione sul presente e sul futuro della biblioteca e dei bibliotecari. L’autore discute criticamente tematiche da alcuni considerate innovative e rivoluzionarie, questioni che, invece, Gorman tratta con scetticismo, evidenziandone l’inconsistenza, le contraddizioni e il carattere ingannevole, illusorio. Troppe persone si sentono autorizzati a ipotizzare nuovi modelli di biblioteca senza che ne abbiano competenza e autorevolezza e, soprattutto, senza che conoscano la sua millenaria storia, la storia di un growing organism (come recita la quinta legge della biblioteconomia di Ranganathan), di un organismo vivente e pertanto contestualizzato nella cultura del tempo.

This paper examines the role of librarian in replicating classroom experiences in an online environment in Nigeria. This article explores the literature that focuses on the adoption of technology in education, various roles being plays by librarians in the 21st century on use of technology for service delivery. The kernel of this article is that advancement in technology has changed not only the nomenclature of librarian but their service delivery from traditional to online mode. The literature reviewed provides a glimpse into how technology can be employed in replicating classroom online with the lockdown of academic institutions as a result of coronavirus as well as possible roles that librarians can play in this wise. This article identifies various tools for online education settings and explains how librarians can collaborate with the stakeholders.

The paramount concern of this report is to give an account of the experience during the course of the industrial training in University of Africa Toru-Orua Central Library. The main objective of internship/Industrial Training is to expose the master students to actual working environment and enhance their knowledge and skill from what they have learned in the classroom. Another purpose of this program is to instill the good qualities of integrity, responsibility and self-confidence. All ethical values and good working practices must be followed by student. It is also to help the students about the safety practices and regulations inside the library and to instill the spirit of teamwork and good relationship between students and library staffs. However, this report recommend that stipend should be provided for the students during the internship/Industrial training it will help to encourage and promote effective training of students in Library and Information Science Department., the supervisor must monitor the student’s workplace and status if he/she doing well or trained well, the students must focus on the training and make sure that he/she learned effectively from the training, .the institution and internship coordinator should provide adequate time to train students.

The  primary  goal  of  the  study  is  to analyze the sixty Q1  journals  in  LIS  as appeared in the SCImago Journal & Country Ranking (SJR) databases for the year 2020. This  article  discusses  the  top Q1 journals  in LIS  in  respect  of  their  scientometric indicators  such  as  SJR,  H  index,  CiteScore  and  Impact  Factor. It also  examines  the continent, country and publisher wise distribution of Q1 LIS journals in SCImago for the year  2020. The  highest  SJR  value of Q1 journals  is  3.507  for  the  journal ‘Information Systems Research’ and the journal titled ‘IEEE Transactions on Information Theory’ has the highest H-index value of 286. The Q1 journal’s highest CiteScore and Impact Factor is  14.1  and  8.21  respectively  for  the journal ‘International  Journal  of  Information Management’

This study examined Internet Search Strategies employed by undergraduate students of Library and Information Science (LIS), University of Nigeria, Nsukka for research. The study was guided by five research questions. 100 students were randomly selected from the undergraduate students of LIS, University of Nigeria, Nsukka. Questionnaire was used as the main instrument for the gathering of data. Data collected were analyzed using simple frequency tables and mean. The study revealed that most of the students were using the Internet to search for materials for writing term papers, projects and other assignments in other to enhance their academic work. The study equally revealed that, the Internet search strategies employed by the students includes: use of search engines, sourcing information from the university library database and key word searching. Frequent power outage, slow Internet connections, and lack of training in basic Internet skills were found to be the major problems encountered by LIS students while using the Internet for research. Following these major findings, it was recommended that, stable power supply, and adequate training should be provided. Also, Internet services and Internet Bandwidth should be made available by the school administration.

Kebutuhan akan sebuah informasi mendorong individu untuk melakukan pencarian informasi yang dalam prosesnya menunjukkan perilaku informasi. Perilaku informasi (information behavior) sendiri bisa dikatakan sebagai segala kegiatan yang dilakukan manusia yang berkaitan dengan sumber dan saluran informasi. Dalam perilaku informasi terdapat salah satu teori yaitu Information Encountering atau teori ketika jumpa informasi yang diperkenalkan oleh Sanda Erdelez. Adapun tujuan dari penulisan ini adalah sebagai studi literatur untuk mengetahui dan memahami salah satu teori perilaku informasi yaitu teori information encountering secara khusus. Metode penelitian yang digunakan dalam penelitian ini adalah studi literatur atau studi pustaka. Diketahui information encountering (IE) merupakan jenis khusus dari OAI (Opportunistic Acquisition of Information), yang mana sering kali secara tidak sengaja ditemukannya informasi lain yang menarik dari suatu topik yang sedang dibutuhkan seseorang ketika melakukan pencarian informasi khususnya di lingkungan online. Model fungsional information encountering terdiri dari beberapa langkah atau tahap yaitu noticing, stopping, examining, capturing, dan returning.

Unilak's library contains a collection of reference books, research journals, documents and other important information which support the learning process for students. As the information resource, it needs to complete its facilities such as books collection. The library keeps increasing the numbers of books but not all of them are needed by the users. Besides, the library should provide good service from the librarians in order it can satisfy the users. Comfort is another element which may determine the users' spending time in the library. Thus, the library management needs to evaluate its service. Related to that, this study is conducted to identify the level of satisfaction of the users towards the service provided by Unilak's library management. Moreover, it is done to show which facilities are priority to be paid attention as well as for the reference of the policy makers to decide for better development.

In many countries, university libraries are required to demonstrate quantitatively their value to their institutions. Consequently, many universities spend a large part of their institutional budgets on acquiring new library books, paying for high online journal subscription fees, and recruiting library staff. However, few studies have been conducted to evaluate the contribution of the university libraries to the students' success. Thus, this study, which applied a quantitative survey methodology to quantify the contribution of a Namibian university library to student academic performance, was conducted. The study determined the contribution of the university library services to students' academic performance. Additionally, the study established a relationship between students' library service satisfaction and academic performance. Analysis of library user satisfaction, student age, and gender were also examined.

BISLAM. Bibliotheca scriptorum Latinorum Medii Recentiorisque Aevi è un repertorio onomastico, biografico, bibliografico e storico-letterario della letteratura mediolatina. La pubblicazione BISLAM II e i due successivi aggiornamenti contengono 14.434 autori e 101.740 varianti dei loro nomi.

Questo secondo fascicolo di aggiornamento arricchisce il repertorio di 1.192 voci su altrettanti autori. di costoro, 682 sono del tutto nuovi rispetto al precedente volume, mentre i restanti 510 sono stati aggiornati sulla base di studi recenti che hanno appor- tato significative novità al loro profilo bio- bibliografico. Complessivamente, sono stati consultati e spogliati, integralmente o parzialmente, 1.082 tra studi specialistici e repertori bio-bibliografici (il cui elenco può̀ essere consultato all’interno del fascicolo). Per ciascun autore sono stati registrati i principali dati biografici (le date di nascita, di morte o di attività̀, le principali cariche ricoperte, i luoghi nei quali tali cariche sono state ricoperte, l’eventuale appartenenza a un ordine religioso); sono stati catalogati i generi letterari che egli ha praticato; sono state censite tutte le forme del suo nome così come si trovano attestate nelle edizioni, nei cataloghi di manoscritti e nella bibliografia generale e specifica; ma soprattutto è stato effettuato un esame critico dei problemi riguardanti la sua identificazione e l’attribuzione delle opere, indagine che costituisce
il nucleo centrale della ricerca nonché́ la parte che maggiormente la caratterizza. Il progetto prevede fascicoli di aggiornamento con nuove acquisizioni e aggiornamenti su- gli autori contenuti nei volumi precedenti.

BISLAM Bibliotheca Scriptorum Latinorum Medii Recentiorisque Aevi is an onomastic, biographical, bibliographical, and literary-historical repertory of Medieval Latin literature. The volume BISLAM II and the following two updates comprise 14.434 authors along with 101.740 variants of their names.
This second updating volume enriches the repertory with 1.192 entries on as many authors. Of these, 682 are new, while the remaining 510 have been updated on the basis of recent scholarship, which has brought important new evidence to their bio-biblio- graphic profiles. All in all, 1.082 among specialized studies and bio-bibliographic catalogues were consulted and examined either partially or in their entirety (see list in the volume). The main biographical data (date of birth, death or period of activity, chief positions and where those positions were held, membership in a religious or if any) have been entered. Literary genres practiced have been catalogued and all forms of the author’s name as found in editions, manuscript catalogues, and general and specialized bibliographies have been ac- counted for. However, most importantly, a critical examination of issues relating to author identification and attribution of works – an investigation that constitutes the nucleus, as well as the most important character, of the research – has been carried out.
The project involves updating volumes including new acquisitions and updates on previous authors.

This work also aims to respond to a question asked by Rogers when defining DM: ‘Could the information contained in profiles on social networking sites provide different insights into the composition and characteristics of publics?’ (Rogers, R. [2009]. The end of the virtual. Amsterdam: Amsterdam University Press). Based on the results that have emerged from this study, we believe that the answer can be affirmative: the analysis of the social connections and the interaction models of the networked listeners highlights new features of these audiences, and allows us to reevaluate and understand them from new points of view. This work shows that the digital audiences related to the two radio stations clearly distinguish themselves for their distinctive online behaviour and a different display of social networks, cultural capital and affect. We therefore hypothesize the presence of three different types of capital within the two different audiences analysed: social, cultural and affective capital.

This paper is a focus on skills and ethics for the library and information service businesses. It discussed the philosophy of librarianship and the laws that are prevalent in library and information science. The essence of these laws is to ensure that the right services are provided for users while a good philosophy is expected to facilitate the development of the library profession. It highlighted the objectives of library and information profession. It also revealed the self-employed businesses available to library and information science professionals and the competencies, ethics and skills required for the successful operation of these selfemployed businesses. The paper equally discussed the foundation for a successful business and challenges to undertaking entrepreneurial opportunities by library and information science professionals.

This study investigated the effectsof library orientation on library use in two academic libraries using Federal University Gashu'a (FUGA) library and College of Education Gashu'a (COEGA) library. Library Orientation (LO) is one of the core activity or programme of the academic libraries that entails educating, enlightening, guiding and helping the users to identify, understand and utilize the library information resources and services effectively.To achieve the purpose of this research, the study was guided by two (2) objectives, three (3) research questions and five (5) commendations. The survey research design was adopted for the study and data was gathered through the instrument of a questionnaire. Sixty (60) copies of the questionnaire were randomly distributed for equal representative of students across the institutions. Data were analyzed usingfrequency and percentages. The study concludes that since the library occupies a central place in the achievement of any academic institutions goals and objectives, and this has made library orientation indispensible in the student's achievements and performances, adequate resources should be provided to the programme to ensure that its aims and objectives are realized based on the findings of the study.

Biblioteca digital y estándares IIIF: la experiencia de la Veneranda Biblioteca Ambrosiana - Fabio Cusimano. Jefe de Catalogación y Digitalización de la Biblioteca Ambrosiana

El ponente habló sobre cómo ha sido su experiencia en cuanto a la digitalización de la Biblioteca Ambrosiana. Desde cómo se pasa de un catálogo analógico a un catálogo digital, pasando por la digitalización, y terminando con la difusión en línea de los fondos por medio de la posibilidad de poder consultar el catálogo desde cualquier dispositivo electrónico. Para llevar a cabo un proyecto de tal envergadura, el ponente contó que se establecieron colaboraciones con la Universidad Católica de Milán, para los recursos informáticos, y la Universidad de Notre Dame. También destacó el uso de Amazon como repositorio de almacenamiento, ya que técnicamente la biblioteca no tiene los medios ni la tecnología para crear un repositorio con las necesidades exigidas por la institución.
