On 10 February 2005 the London Borough of Croydon resolved to grant consent to the planning application made by Arrowcroft Ltd for an Arena-led mixed used development on land adjoining East Croydon Station.

On 14 March 2006 this application was called in by the Secretary of State for Communities and Local Government.

On 11 January 2007 the London Borough of Croydon made a Compulsory Purchase Order for the land required to implement the  Arena-led mixed use development.

On 28 February 2007 the Secretary of State for Communities and Local Government announced that a Public Inquiry would be held before deciding whether or not to confirm the Compulsory Purchase Order.

A related Stopping-up Order is also proposed at Lansdowne Road and Dingwall Road, Croydon.

All these matter are to be considered at a conjoined Public Inquiry which is to open on 18 September 2007. Mrs Ava Wood Dip Arch MRTPI has been appointed by the Secretary of State as the Inspector.
