In line with Dubai’s strategic vision of ‘safer vehicles’, the vehicle testing promotes vehicle safety as unsafe vehicles will not be able to pass the test and therefore must rectify the defects before being able to be driven on the roads of Dubai. ¾ When do I require to test my vehicle? ‐ The below table provides the various types of vehicle tests that may be required to be performed in order to comply with the RTA Safety Regulations. Test Type Defect Test* Definition The defect test refers to the event where the vehicle is taken to the Vehicle Testing Partners’ site for tests following a roadside inspection or a remote detection of defect(s). Export Test The export test refers to the test required prior to exporting a vehicle outside the UAE. This involves capturing of vehicle identification data such as chassis and engine details. New Vehicle The new vehicle registration test refers to the test required prior to Registration Test registration of a vehicle purchased from outside an authorised vehicle agency in UAE. This test is also required when transferring vehicle ownership or when re‐registering a vehicle. Periodic Vehicle The periodic vehicle test refers to the periodic testing of vehicle safety, Test roadworthiness aspects and exhaust emissions applicable to most vehicles. This test is required to renew the vehicle registration. Re‐tests The re‐test refers to the test performed upon failure of any of the above tests. ¾ How long does the vehicle inspection take? ‐ On an average it may take up to 15 minutes to test a light vehicle. The average end to end service time ranges from 20 – 40 minutes, depending on the volume of Customers. ‐ On an average it may take up to 20 minutes to test a heavy vehicle. The average end to end service time ranges from 25‐45 minutes, depending on the volume of customers. ‐ End to end service refers to the moment when you hand over your car to perform the inspection until when the inspection is complete and you have received your vehicle. Page 5 of 11 ¾ What is the validity of the test ? ‐ The test certificate issued by the RTA is valid for 30 days from the issue date. You must complete the transaction following the test within the test certificate validity period. ¾ What are the requirements before I visit the Vehicle Test Centre? ‐

The driver must ensure the following requirements are met prior to a vehicle test: Clean vehicle. Clean vehicle plate number. Remove underside cover, if present. Make sure the safety triangle, spare wheel and fire extinguisher (as applicable to your vehicle category) are in a visible/accessible location. No advertisements and/or stickers of any sort on the vehicle without prior approval from the RTA. ¾ What documentation do I need? ‐ The following documentation must be present when performing a vehicle test: • Vehicle registration card. ‐ However to perform vehicle registration, you must : • Ensure that the vehicle test (if applicable) is performed and a valid vehicle insurance policy is obtained. • Present the following documents: o Emirates ID. o Vehicle Registration card. o Commercial license copy (applicable for commercial customers only). Page 6 of 11 ¾ When is the last day I can test my vehicle? ‐ For registration renewal, the vehicle test can be performed up to 6 months prior to the expiry of the vehicle registration. In the case where the vehicle test is not performed within 6 months of expiry of the vehicle registration, the test must be performed no later than 1 month after expiry of the vehicle registration in order to avoid penalties of any form. ¾ What are the fees associated with the test? In the event of a failed vehicle test, you must repair the vehicle defects within 30 days, in which 2 vehicle re‐tests are permitted. In the event, you do not obtain a valid test certificate, then you will bear the following consequences: • Road usage charge – the Customer will be charged with monetary fine by the RTA Vehicle Licensing department for every additional day the vehicle is not renewed. • No vehicle registration – You will not be able to renew your vehicle. • Fine from Dubai Police or other Emirates Police if unable to present a valid vehicle registration. • Renewal of commercial license – fleet operators will not be able to renew their commercial license if more than 10% of their fleet is not registered. Effective 01st Jan, 2013, only 1 re‐test attempt is permitted within 30 days of the issue date of the initial test certificate. Upon failure of the re‐test, you are required to perform a fresh vehicle test. ¾ Where can I go for a re‐test? ‐ The re‐test can be performed in any Vehicle Testing Centre branch, but must be performed in within the same Vehicle Test Company as the initial test. ¾ May I test my vehicle in a different emirate to where my car is registered? ‐ No, the vehicle must be tested in the emirate in which their vehicle is registered to. ¾ What if I believe that my vehicle test result is incorrect? ‐ In this case, you may approach the RTA with your case through the RTA call Centre at 8009090, or email the RTA at [email protected]. A dedicated RTA team may contact you to verify details, perform investigation and provide you with a response within 5 working days.
