PURPOSE:To utilize transmission lines effectively by connecting a means which detects transmission errors, request retransmission and stores and retransmits data blocks to an artificial satellite. CONSTITUTION:A transmission controlling part 20, a block check sequence operating part 22, a specific block detection generating part 24, a data block buffer area 26, and a retransmission controlling counter 28 are incorporated in a transmission device 10 fitted on an artificial satellite. The specific block detection generating part 24 detects and generates the responces A and NA of correct and error reception respectively and generates a data disuse information block D, the block check sequency operating part 22 detects a transmission error due to the check of block check sequence BCS of a received data block and the data block buffer area 26 has (n) data block storing areas and stores data blocks sent from the transmission device 10 to a receiving ground station 16 successively.
