The more sophisticated the neural network model is designed; the more computing resources and processing time will be consumed. The time-complexity analysis discloses the training and validating time processed versus the accuracy outcome of the neural network model. This paper proposes a rigorous framework of conducting the time-complexity analysis against the neural network models. From the experiment results against the progressively sophisticated neural network model design, the paper argues that pursuing an unreasonably high accurate result or in persisting in finding the perfect algorithm may not be worth and in practical from the time-complexity perspective if the data quality was not consistently in favor of the algorithm chosen.

However, there are still a number of public spaces under low utilization; how the service providers are able to capture the needs from the users dynamically to plan the spaces and the activities appropriately are essential to avoid the possibility of low return of the public investment. This paper presents a rebuttal process against the planning of the spaces and the activities to reduce the blind spots as possible. It also takes the public libraries as examples to suggest an objective scientific approach to collect user service-experienced data to measure their satisfaction, so that the public spaces can maintain and derive new social resource value by increasing the facilities usage, eventually alleviate the pressure from the process during the society migration brought to the citizens.

It is a must for such an initiative of entrepreneurship to be aware of the cash flows that fit to the business progress. This journey of the entrepreneurship keens to face the risks of failure just as a "Service Mechanism" does. The entrepreneurs take the corresponding tactics to overcome the pressure of competition should base on the understanding the insights of the competitors throughout the business progress. This paper is the first kind to address that the context of service reliability is similar to the phases of entrepreneurship, including the infant, stable, and sunset business progress. By applying the concept of service reliability, it presents the cash flow analytic models and the competitiveness analysis framework for the entrepreneurship from a strategic point of view, and thus it can help the entrepreneurs overcoming the high infant mortality rate.
