- Artur Malantowicz & P. R. Kumaraswamy (2019): Political Reforms
The history of political reform after 1989 is closely interlinked with the monarchy’s foreign policy as well as stability and security concerns. Between 1989 and 1993, an unprecedented opening of the political scene took place as a defensive reaction of the regime to both internal and external pressures. It was quickly reverted by King Hussein after 1993 when a major re-orientation in Jordanian foreign policy was accompanied by a crackdown on political freedoms and civil liberties. With the new monarch, King Abdullah II, ascending the throne in 1999, hopes were raised that further liberalisation of the political system was possible. ... It resulted in the stabilisation of the authoritarian regime, with a new impulse for change, both positive and negative, re-appearing only in the wake of the Arab protests at the end of 2010 when the process of hybridisation of the political system began.

It was in August 1980 during a speech to a meeting of the extended Politburo entitled “On the Reform of the System of Party and State Leadership” that Deng Xiaoping dealt at length with political reform, laying down its foundations. 1 Deng said: When we first raised the question of reform we had in mind, among other things, reform of the political structure … The reform of the political structure and the reform of the economic structure are interdependent and should be coordinated. Without political reform, economic reform cannot succeed … If we fail to do that, the growth of the productive forces will be stunted and our drive for modernisation will be impeded.

This paper investigates the economic and political reforms in a planned economy as the equilibrium responses to revolutionary threats. Which reform will be chosen depends on the initial degree of resource inequality between the elite and the mass. The probability of a successful revolution plays a role in implementing either economic or political reforms only when the resource disparity is not too severe. In this case political reform is more likely when the probability of revolution is lower and revolution is not costly and the introduction of market oriented system greatly improves the efficiency of the economy. ... We also consider conditions under which either economic or political reform is not enough to prevent revolution.
