Conventional wisdom has it that policy innovation is better promoted in a federal rather than in a unitary system. Recent research, however, has provided theoretical evidence to the contrary: a multi-jurisdictional system is characterized---due to the existence of a horizontal information externality---by under-provision of policy innovation. ... Under such competition political actors use the innovative policies in order to signal ability to the electorate. In the equilibrium analyzed policy innovation occurs more frequently than in a unitary system.

Decentralised experimentation and mutual learning of public policies is seen as one of the important advantages of federal systems (Oates: laboratory federalism). ... We present a simulation model in which the lower-level jurisdictions in a federal system experiment with randomly chosen policy innovations and can imitate the relatively best solutions. The simulations confirm our hypotheses that a higher degree of decentralisation has positive effects on the long-term accumulation of knowledge of suitable policy solutions and also limits risks through better protection against erroneous policies. Also problems of policy learning and trade offs with (static and dynamic) advantages of centralisation are taken into account.

This paper investigates, in the presence of innovative public policies whose outcomes are uncertain, the role of outside information and shows that it is more involved than typically thought. While it is true that enhanced information helps in separating politicians, it also creates an externality that reduces the incentives to experiment with innovative public policies.

Since 2014, PPP policy has been promoted rapidly in China. Based on the theory of policy innovation diffusion, this paper explores the formation mechanism of PPP spatial disequilibrium at the micro level using Chinese municipal-level panel data from 2014 to 2019. According to the research, the innovation diffusion of China’s PPP policy at the local-government level exhibits R-shaped non-progressive characteristics and is influenced by both internal and external factors. On the internal side, the debt pressure of local governments is an important determinant with an inverted U-shaped influence on PPP policy.

Lack of national urban policies and tensions between national and city governments are common. Yet, for decades, research has identified small-scale innovations at the urban scale. Rarely, however, are policy innovations in African cities so influential as to lead national governments to scale up city based actions. ... This paper examines how citizens, civil society organizations, city governments and national bureaucrats in two cities of East Africa – Kampala and Nairobi – have interacted to produce policy innovation in agriculture. ... Drawing from theory and research on policy change and African urban politics and governance, and qualitative data collection in each country, this paper argues that while external, international assistance has helped initiate policy dialogue, domestic civil society organizations and their engagement with local and national bureaucrats are key to policy support at the local and national scales.

The purpose of such pilot project is to promote low-carbon development and encourage policy innovation, but the role of nested structure has not been fully appreciated. Based on the survey data of low-carbon pilot cities, this paper finds that nested structure has a positive impact on policy innovation and discusses the impact on policy innovation from three dimensions: the nested pilot, the nested policy and the nested department. Heckman selection Model and Possion Model are used to make an empirical analysis of the factors influencing policy innovation and used a case study to explore the mechanism. The results show that the nested structure has a positive effect on policy innovation in pilot projects of low-carbon cities with weak incentives and weak constraints. ... Nested structure promotes policy innovation mainly through coordination mechanism and funding mechanism.
