  2. Lajos Tamas Szabo (2022): Characteristics of Public Workers
In our study, we set out to present the characteristics of public workers between 2011 and 2019 based on the comprehensive and anonymous administrative database of the Hungarian State Treasury (MÃ K). ... The ratio of public workers to the population is high in the districts where the ratio of those working in the primary labour market is low. ... While those who had been public workers in 2012 worked 15 per cent of their time in the primary labour market in the next year, in the case of those who were public workers in 2018 this ratio was close to 25 per cent. ... 3. OLIVEIRA, FELLIPE PACHECO (2021): A previdência do servidor público independente do teto
[The pension of public workers with no limits on contribution]

The Municipality of Curitiba presented a relevant innovation to the Brazilian Supplementary pension system by inserting, for the first time in a benefit plan intended for public workers, the provision of pension contribution on the portion of the workers's remuneration that does not exceed the amount equivalent to the maximum limit of benefits paid by the general social security system. ... The present study aimed to verify, based on real data, the ability of the innovation brought by this contributory model to fulfill its purposes, namely: to generate pension benefits capable of maintaining the income standard of the workers who faces the conditions to retire; and generate pension savings compatible with the pension effort made by the public workers during the contributory period. ... In both cases, the indexes show that the contributory model that considers the application of a contribution rate on the portion of remuneration below the "RGPS ceiling value" is able to provide significantly higher pension coverage to its workers, consistent with both their projected income level for retirement age and with the pension effort made throughout their career.

  7. Szabó, Lajos Tamás (2022): A közfoglalkoztatottak jellemzői
    [The characteristics of public workers]

Tanulmányunkban a Magyar Államkincstár teljes körű, anonim, adminisztratív adatbázisa alapján mutatjuk be a közfoglalkoztatottak jellemzőit 2011 és 2019 között. A vizsgált évek során összesen 676 ezer főt vontak be a programba, de a benne összesen eltöltött idő egyénenként nagy szórást mutat.

  9. Anek Belbase & Laura D. Quinby (2020): How Do DI Benefits for Uncovered Public Workers Compare to SSDI?
An important question is how these employer-provided benefits compare to the benefits that these workers might have received through Social Security. In other words, do workers who are outside of the Social Security system receive an adequate level of protection against old-age poverty and long-term disability? While prior work has examined the adequacy of pension benefits for workers who are not covered by Social Security, little is known about the disability insurance (DI) that these workers receive. This brief fills the gap by analyzing the rules governing DI benefits in 67 state and local programs (referred to as ÒSocial Security-replacementÓ programs), which encompass around 70 percent of all uncovered public sector workers. ... The second section describes a new dataset of state and local DI programs for uncovered workers that was created for this study.

  10. Jean-Pierre Aubry & Alicia H. Munnell & Laura D. Quinby & Glenn Springstead (2022): How Many Public Workers without Social Security Could Fall Short?
Federal law allows these noncovered workers to remain outside of Social Security if their state or local plan provides comparable benefits. ... Hence, the brief compares the pensions of noncovered workers to a very low bar, leaving to later discussion the broader question of how their total retirement income compares to workers with a lifetime of Social Security and employer-provided benefits. ... The first question addressed here is: how often do noncovered workers leave with 6 to 20 years of tenure? The second question is: do most of these medium-tenure workers start, or end, their careers in government? ... And around half of these medium-tenure workers finish their careers in a private (or federal) job.
