Design/methodology/approach - Theoretically, the paper mobilises the concept of enabling control to reflect on contemporary changes in public sector corporate governance. ... This paper reaffirms that accountability is but one element of public sector corporate governance. Rather, public sector corporate governance also pursues integrity, openness, defining outcomes, determining interventions, leadership and capacity and risk and performance management. Practical implications - Insights into uses of such enabling practices in public sector corporate governance are relevant for many countries in which public sector funding has been cut, especially since the 2007/2008 global financial crisis. Originality/value - This paper introduces the concept of enabling control into the public sector corporate governance and control debate by fleshing out the categories of public sector corporate governance and management control suggested recently by IFAC and CIPFA drawing on observed practices of a local government entity.

This paper proposes a conceptual model that explains the public sector corporate entrepreneurial process based on a review of past theoretical and empirical research. To date, very little research exists which attempts to establish a theoretical framework or model that illustrates the various components, including environmental and organizational characteristics, that effect the corporate entrepreneurship process within the public sector. The model is intended to depict key corporate entrepreneurial dimensions that relate to entrepreneurial behavior within the public sector organization. The proposed model delineates the antecedents and consequences of corporate entrepreneurship within the public sector.

The current study aims to provide an alternative perspective to the traditional association of CSIs with private sector organisations by including public sector entities such as public enterprises (PEs), using the case of the Mobile Telecommunications Company (MTC) in Namibia. ... The major findings of this study show that MTC is exemplary in practicing CSI in Namibia’s public sector. ... Purpose - A description of the managerial impact on change processes during a takeover with middle management in the telecom industry.Design/methodology/approach - The approach is to use storytelling as a form of analysis of different positions within an organization, as described in a case study.Findings - By not including the voice of the middle managers, higher management runs into problems in the implementation of change processes.Research limitations/implications - By using narratives as a source for analysis, the paper does not try to gain objective insights into change processes.Practical implications - Resistance to change can prove a safeguard against too optimistic change.Originality/value - The paper shows that several layers of change that interact with one another as proof of the confrontation between grand narratives and ante‐narratives.

Although the understanding of corporate entrepreneurship continues to develop, the research usually focuses on private sector business activity. The research to date has not provided a consensus on the nature of public sector corporate entrepreneurship. Even though in recent years the topic has appeared in the public administration literature with increasing frequency, public sector corporate entrepreneurship remains poorly defined and its interpretation fragmented. In this study, public sector corporate entrepreneurship is investigated by developing and testing an integrative model using data obtained from 134 public sector state and semi-state enterprises in Ireland. ...
