- Shirish C. Srivastava & Thompson S.H. Teo (2008): The Relationship between E-Government and National Competitiveness: The Moderating Influence of Environmental Factors
E-government development represents the level of functional sophistication of e-government Web sites in a nation whereas e-participation is the level of country's willingness to engage citizens in e-government processes. ... Our results highlight strong association of e-government development as well as e-participation with national business competitiveness. Further, our results also show the moderating role of human capital, public institutions and macro-economic conditions on the relationship between e-government development and business competitiveness of a nation. Human capital and public institutions positively moderate this relationship whereas macro-economic environment marginally moderates the relationship in the negative direction. ... Further, we also analyze the combined relationship of e-government development and e-participation (e-government maturity) with national business competitiveness and observe that e-government maturity is also significantly related to national business competitiveness.

This study adds value with an empirical macro national approach that investigated relationships among tourist arrivals, national environmental performance, human development performance, and national effective governance (voice and accountability, political stability and absence of violence, government effectiveness, regulatory quality, rule of law, and control of corruption). World Bank, World Economic Forum, and United Nations secondary data across 124 countries from 2016 were analyzed. Government effectiveness, political stability and absence of political stability and absence of violence, human development index and population were associated with the number of tourism arrivals. National environmental performance was not associated with tourism arrivals.

This paper explores the determinants of government environmental performance at the local level. Chinese township governments, the lowest level in the hierarchical government structure, were selected for this exercise. The performance indicators used in the analyses include the efforts of enforcing government environmental regulations and of providing environmental services to polluting enterprises. The performance determinants identified include environmental performance of upper-level governments, local development status, industrial employment, income of workers in polluting enterprises, local environmental quality, and public pressure for environmental quality improvement. ... The statistical results show that: a) The environmental performance of upper-level governments in China strongly and positively influences the environmental efforts of the township governments. b) Public pressure has created incentives for the township governments to improve their efforts in both enforcing environmental regulations and providing environmental services, while the environmental quality did not show significant impacts. c) Higher employment in industries tends to have a negative influence on the regulatory enforcement, but a positive influence on environmental service provision. d) A higher enforcement effort and a lower service provision are associated with higher wages the workers received from industries.

Research in the environmental political-economic tradition considers what historical, colonial, and neoliberal factors contribute to the unequal exchange of natural resources, pollution, and environmental damage, though less research considers internal impacts of the state on CO2 emissions. This is surprising as previous theory and case study work suggest that the relative strength, power, and governance capabilities of the state can help reduce negative environmental impacts of trade. Thus, in this research, we question if high levels of governance within a nation help reduce CO2 emissions from trade. In this article, we test how trade as a percent of gross domestic product (GDP) and several governance indicators (control of corruption, rule of law, and government effectiveness) on CO2 emissions per capita using two-way fixed effects regression with robust standard errors by country for 136 nations, 1995–2013. To test our hypothesis that governance reduces the detrimental environmental impacts of trade on CO2 emissions, we include interaction terms between each governance measure and trade in our models.

The Environmental Policy was in its prime during the 1980s but after the 1990s, as several economic problems appeared, the countries did not have the strength to support this policy anymore. However the environmental issues still remain pressing due to the changes in society. Is there a governance model in the environmental policy? At first sight we would say it is due to the multiplicity of actors that shape the decisions at the European and national level that we can observe a governance model but we will see if this conclusion overlaps with the result of the research.
