xpanel支持rbr主备切换

1. 主备切换流程写入元数据集群rbr_consfailover表中，xpanel需要从rbr_consfailover表中取出展示；如果切换失败，需要告警，提示dba介入。

2. xpanel在shard界面增加设置手动免切，设置shard是否退化以及退化时间。调用cluster_mgr接口操作

3. xpanel从元数据集群shard_nodes里面采集replica_delay，主备状态，同步类型等

4. xpanel采集元数据集群告警表，用于告警。
