Unexpected behavior when value changed from keyboard with up/down buttons

Current behavior:

On minutes set to 59 when pressing up button nothing happens.
On minutes set to 00 on pressing down button nothing happens.
On hours set to 12 on pressing up button nothing happens.
On hours set to 01 on pressing down button nothing happens.

Expected behavior:

On minutes set to 59 when pressing up button minutes are changing to 00.
On minutes set to 00 on pressing down button minutes are changing to 59.
On hours set to 12 on pressing up button hours are changing to 01 and AM/PM state is changing to opposite
On hours set to 01 on pressing down button hours are changing to 12 and AM/PM state is changing to opposite
