Administrator can not download attachments - Access denied

Issue

Server Setup Information

• Did you test in newest Wekan?: 7.09.0
• Did you configure root-url correctly so Wekan cards open correctly?: yes
• Operating System: Ubuntu 22.04
• Deployment Method (Snap/Docker/Sandstorm/bundle/source): Docker
• Http frontend if any (Caddy, Nginx, Apache, see config examples from Wekan GitHub wiki first): Nginx
• Node.js Version: 14.21.4
• MongoDB Version: 5.0.14
• What webbrowser version are you using (Wekan should work on all modern browsers that support Javascript)? Firefox, Chrome

Problem description

Board admin could not download or view attachment if the board is private. Wekan says "Access denied".
If the board permissions are changed to public - downloading attachments starts to work.
The issue happens only for administrator, not for normal users. Normal board members could download attachments either the board is private or public.

Logs

Nothing in logs when this error occurs.

If i set the project as Public the attachments works, but if the project is Private attachments not work.
