Update deck.gl / luma.gl to version 9

Hey, anyone able to update the dependency to of luma.gl to version 9?

They made major changes and I was personally not able to get it to work. See https://luma.gl/docs/legacy/porting-guide

Hi @Fabioni, our WeatherLayers GL has been updated to deck.gl 9 already. WeatherLayers GL contains Particle Layer with new features and other layers and controls. See https://docs.weatherlayers.com/weatherlayers-gl. Feel free to get in touch over e-mail, we have favourable both commercial and non-commercial conditions.

Eventually we may upgrade this open-source deck.gl-particle as well, but it depends on a larger refactoring.
