Merging broken for php::settings and php::fpm::settings #628

Affected Puppet, Ruby, OS and module versions/distributions

Puppet: PE 2019.8.5
Ruby: 2.5.1
Distribution: Debian 10
Module version: 7.1.0

How to reproduce (e.g Puppet code you use)

Put content in php::settings and in php::fpm::settings

What are you seeing

php::settings are not merged to /etc/php/8.0/fpm/php.ini

What behaviour did you expect instead

Content of php::settings and php::fpm::settings are merged into the fpm php.ini file

Output log
