run "lscpu"，The value of "CPU min MHz" is 0 #2826

在启动命令中增加核数显示"maxcpus=144"，启动后运行lscpu命令，查看CPU min MHz为0；
若不加核数限制，启动全部核，则无此问题；
在线核有/sys/devices/system/cpu/cpux/cpufreq文件夹，未上线的核无此文件夹，因此读取未上线核的/sys/devices/system/cpu/cpux/cpufreq/cpuinfo_min_freq失败，导致计算出CPU min MHz为0
